Kuroi Shota is a member of the Public Security Mystery Department Investigation Team. Initially an ally, he became an antagonist after the 8-year timeskip, having been driven insane by genocidal hatred against Digimon.

Digimon Story: Time Stranger[edit]
Kuroi is a member of the Public Security Mystery Department Investigation Team and works under Kuremi Kodai. He initially does not recognize old-timer Misono Kosuke, implying that he joined Public Security relatively recently. He does not trust Digimon at all and believes that they are all malicious creatures that have no place in the human world. Despite this, he allows Dan/Kanan, Misono Inori and Aegiomon to participate in his investigations based on their greater ability to deal with Digimon-related cases that the army and police cannot handle.
While he initially only distrusted Digimon, his sentiment was further exacerbated to genocidal hatred when Ranamon of the Titans nearly killed Kodai pretending to beg for mercy. Kodai survived, but his hatred against Digimon was so immense that he created D-SAT, an organization intent on containing all Digimon within the Wall of Hope and creating a Giant Slayer to annihilate them while they are all trapped within the barricade. In actuality, his mind was poisoned by Chronomon's schemes and his hatred against Digimon was exploited to create a vessel for Chronomon's grand designs.
Some time during the Giant Slayer's development, Kodai went to visit Kuroi. He tried to recruit Kodai, but he refused, telling him that he will protect his family in his own way.
When the party leapt 8 years in time and tried to explore the new Shinjuku, Kuroi, now in full tactical gear and accompanied by a band of armed police, arrived on their doorsteps to apprehend them for housing a Digimon, a crime that is now grounds for arrest. According to him, some of the onlookers they met back in Kabukicho right before snitched on them.
Yuki can speak to him in the Stuck in the Restroom sidequest, where he is heard rambling about Kuremi's death and his genocidal hatred against Digimon in the restroom of the coffee shop, and announces his plan to pilot a new weapon. They are unable to convince him to drop his hatred, but he asked a clerk to give them some items when they leave anyways.
With assistance from Misono Kosuke and Kuga Toya, the Giant Slayer was eventually completed. Shortly before the Shinjuku Inferno, he attempted to pilot it with supervision from Kosuke in hopes of exterminating every Digimon in the human world, but the machine was instantly possessed by Chronomon and he was ejected out from its cockpit. Chronomon would then use it to bait Aegiomon into attacking him out of rage, the collision between two deities of time triggering the end of the world and resetting the timeline.
In the timeline where the Shinjuku Inferno time loop was broken, the protagonist, Inori and Aegiomon were dragged into the Akashic Records amongst numerous others. Kuroi was one of the few humans trapped inside it and can be encountered in its periphery. If the protagonist speaks to him, he will tell them that he was saved by a Bakumon after being ejected from the machine by Chronomon, causing his hatred against Digimon to mellow out.
In timelines where the Shinjuku Inferno did not reset the timeline, it was heavily implied that Kuroi and Kosuke perished.
