Klay Arslan is the main antagonist of the Tactics arc in Digimon Beatbreak. He is the former "Earth" member of the Five Planets before his illegal dealings were exposed and his other Five Planet brethren and Glowing Dawn went to hunt him down.

Klay is a vile, deranged and power-hungry megalomaniac who is heavily obsessed with power. He takes sadistic enjoyment in both literally and figuratively reaping the lives of others, treating even his prized Tactics cleaner team as nothing but a source of food for his Proganomon.

Klay was a former resident of the kingdom of Albida. 20 years ago, the kingdom was devastated by international conglomerates seeking to mine rare metals in the kingdom. They drove away the royal family and installed a puppet government, causing a civil uprising that led to the devastation of the kingdom. A 25-year old Klay survived the attack and became a refugee in Kano, where he was one of the subjects of E-Pulse experiments, where he met his partner as a Sunarizamon. Upon meeting Sunarizamon, the other Digimon experimented in the facility went berserk and merged into a single being that destroyed Kano Island; Wong witnessed the being and became obsessed with his sheer might. These incidents turned Klay into a vicious madman seeking power to turn on and usurp Chairman Wong.
Some time after the Kano Island incident, Klay became a mercenary and used his Landramon to slaughter enemy soldiers in war. During an unknown time period, Chairman Wong recruited him and he became one of the Five Stars.
In the present day, Klay owns multiple illegal businesses; a Digimon slave auction where Digimon are sold as slaves alongside their human partners, and a Colosseum where losers are Cold Hearted and turned into sustenance for Proganomon. Most of Klay's income came from running the colosseum. He also owns a subsidiary cleaner team known as Tactics of worldwide scale, with its leader Seraphy Naito being his loyal right hand man and its 7th division being directly under Klay and Naito themselves. Klay personally admits that he held no affection for Tactics despite their loyalty towards him and merely treated them as sustenance for Proganomon.
In "Tactics", Klay managed to track down a rogue Snimon, whose perfect forms can be sold for huge amounts of money regardless of what they are. As a result, he instructed Naito to order Tactics to stand by, wait for the Digimon to attack an innocent and evolve, then capture it as a quarry. The Snimon managed to absorb the e-pulse of a boy playing in a park and it evolved into Scorpiomon, but Souda Raito's insubordination allowed Tenma Tomoro a chance to revert the Scorpiomon back to a Bubbmon, destroying Klay's quarry and preventing a senseless tragedy from occurring.
Eventually, Klay's ambitions against Chairman Wong and the exposure of his criminal empire became too much to be ignored, and the World Union, spearheaded by Kanada Genjo, began to turn on him. To this mean, Genjo, through his Gokuwmon, baited Tenma Tomoro with Asuka's e-pulse and thrown him into Klay's colosseum, knowing that Glowing Dawn exposed his slave auctions and trapping Tomoro in the colosseum to fight would bait its leader Kyo out. As expected, Shinomiya Hitomi witnessed Gokuwmon abducting Tomoro and went to report to the rest of Glowing Dawn, causing them to raid the colosseum. Klay knows that the colosseum is being hacked, but had no idea that he was betrayed by the World Union. Klay's colosseum was then stormed and destroyed by Glowing Dawn and Kyo defeats Naito in combat, much to Genjo's glee.
After his list got leaked to the Ministry of Civil Protection by Genjo, Klay is no longer the Star of Earth and now has a bounty on his head.[2] Furthermore, the Tactics cells under him were declared as fugitives and the remaining Stars hunted them down. Sakai Honoka was in charge of dealing with Team 7 personally only to be driven away when she found herself outnumbered by both Glowing Dawn and a now-reformed Team 7.
Seeing his criminal empire crumble, Klay returned to the ruins of his old home country and awaited for a confrontation. Before Glowing Dawn arrived, he betrayed Naito and sacrificed him to Proganomon. During the confrontation, he had Proganomon absorb all of the coffins consisting of the losers of the colosseum (alongside Tactics Team 7 who just happened to be trapped), gathering copious amounts of e-pulse for it to evolve into its Ultimate form, Pyramidimon. Despite the Ultimate-level's overwhelming power, it was defeated by Murasamemon, who had the combined e-pulses of all of Glowing Dawn's members, and all of the e-pulses it drained were returned to its rightful owners. Klay pretends to surrender during the sunset of that day, but he has no intent to give up yet and was merely setting up Kyo, ambushing him with Proganomon and Cold Hearting him. During that night, he makes short work of Reina and Makoto and their Digimon, Cold Hearting them as well. The horrible situation has broke Tomoro and incited his rage, forcing Gekkomon to go completely berserk and unable to fight effectively, ending with him being defeated. At this moment however, Souda Raito arrives alone and gives Tomoro an epiphany talk before stalling Klay and letting Tomoro recover. Tomoro then returns to the fight and evolves Gekkomon into Monarch Lizamon, who defeats Proganomon and reverts it back to Sunamon. Klay is then arrested by the Ministry of Civil Protection, but not before revealing that the Digimon that had Tenma Asuka|Asuka's e-pulse and took him to the colosseum is Gokuwmon.
The bounty money Glowing Dawn got from Klay was initially spent by Tomoro, Reina and Makoto on a cruiser trip, but they quickly lost the rest when Makoto and Star-man dealt with a rogue Petermon and the damage to the ship is blamed entirely on them, forcing them to pay it up as damage expense.
