Digimon Beatbreak[edit]
The Cleaner system was formed 15 years prior to the start of the series as a way to combat the increasing amount of Digimon.[2]
Cleaners are hired to capture rogue Digimon and criminals who use them to commit crimes via a bounty system. In order to claim the full bounty, the cleaner must bring in the criminal's Sapotama and the Digimon tied to it to the Ministry of Civil Protection (of which they will be either deleted or handed over to the World Union for brutal experimentation) or delete the Digimon themselves. The only Digimon spared from deletion are ones that were dealt with by Glowing Dawn, who has a rule to not delete any Digimon they deal with. If only the Sapotama is turned in, the reward is halved. In certain occassions, cleaners may even kill other human beings[3], although it seems like doing so without an order is a criminal offense[4].
The World Union had its own Five Stars that it personally recruits and dispatches for important missions pertaining itself. Despite ostensibly a Cleaner Group that works for the World Union, none of the members are genuinely loyal towards it and all of the members are technically independent otherwise. Eventually, rogue Digimon infiltrated and compromised the group while all actual humans left, causing its destruction from within.[5]
The Cleaner system remains even after the series ends (where Digimon are normalized rather than considered glitches), as there are still criminals using Digimon as weapons around.[1]
