Mission Chief Khalil is a supporting character in Digimon World 2. She's an adminstrator of Digital City who is responsible for managing the safety of Guard Tamers.

After Cecilia sent Akira and Zudokan to Boot Hole, they went to the Main Gate, where they met with Mission Chief Khalil. Zudokan asked her if his DigiBeetle was ready, which she confirmed then asked Akira if he was done with his training. Akira explained this was his last training mission, and afterwards he'd get his own DigiBeetle. As they left on the Elevator Lift, Khalil wished Akira good luck and warned the two to be careful as the world was full of Wild Digimon outside Digital City.
Afterwards, as her name states, Khalil serves as the Mission Chief in the game. Akira must talk to her to leave Digital City and will talk to her upon returning to it.
After the credits, Akira entered GAIA once more. In the Colosseum, Mission Chief Khalil joined Akira and the Guard Team Leaders (Vandar, Cecilia and Skull), with Akira realizing she had been the "Director" all along. Khalil explained she was indeed the Director of Project GAIA in the Real World, with most humans in the Digital World also personnel of it. They had been experimenting with Digimon when the mother computer GAIA went out of control, turning them into prisoners and part of its evolutionary program, an experiment in which it tried to evolve itself by starting a war in the Digital World, a war that would've continued until nothing was left had Akira not stopped it. However, everyone was safe now as the original GAIA program had been completely deleted. Afterwards, Khalil's team used what they had learned to build a new Digital World which they wanted to make just as good as the Real World. Khalil asked Akira for his help, and for that gave him his own account that could enter the Digital World whenever he wished. Khalil then thanked Akira once more.
At the Main Gate, New GAIA then pointed out Akira's friends, children that were also trapped in the Digital World, had also been given new accounts by Khalil so they could visit whenever they wanted.
