This collaboration design by Watanabe Kenji is a version of Mugendramon that was inspired by Mechagodzilla. It shares many design elements in common with that inspiration, including the tail.
Together with Skull Greymon: "G" Erosion Mode, it may specifically allude to the 2002 film Godzilla Against Mechagodzilla and its 2003 sequel, Godzilla: Tokyo S.O.S. This continuity's Mechagodzilla, designated as MFS-3 and codenamed Kiryu (機龍; lit. "Machine Dragon"), was constructed using the skeletal remains of 1954's Godzilla to battle the one threatening Tokyo currently, inadvertently leading to the robot becoming possessed by the original Godzilla's soul and acting autonomously.
This is one of the four collaboration Digimon found in the Digimon Color: Godzilla 70th Edition, but it is unique in that it is the only one not clearly shown to be "eroding" away to the mutagenic G-cells of Godzilla.
