This card was formerly restricted to 1 copy due to the 2023 October 17 banlist, taking effect on 2023 October 27 (around the start of the BT-15 format). The stated reasoning was:

By activating this card's hand-cycling inherited effect multiple times in a turn, Digimon with effects that can perform repeated attacks are able to send cards to the trash at a much higher rate than anticipated, leading to outsized stability in decks with effects that make use of the trash. In addition to this card's power on its own, being a level 3, it can also time the activation of its inherited effect arbitrarily by evolving into [Gabumon X-Antibody] for a cost of 0. Overall, this card restricts the design space for both decks that make use of the trash and decks that turn Digimon active, so we have decided to restrict this card to 1 copy.[1]

The restriction was later removed by the 2024 August 23 banlist, taking effect on 2024 August 31 (around the tail end of the BT-18 format). The stated reasoning was:

In the environment where this card was originally used, by combining effects that enable repeated attacks with inherited effects without the Once per Turn timing, decks that used the trash saw their speed and stability increase.

As the card pool has increased, effects that suppress attacks have proliferated, and we have determined that it is no longer easy to consistently activate this card's effect repeatedly the way it was in the past, so we have decided to unrestrict this card.[2]
