This card is restricted to 1 copy as of the 2025 March 17 banlist, taking effect on 2025 March 28 (around the tail end of the BT-20 format). The stated reasoning was:

This card massively restricts the opponent's ability to "add cards to their hand" without enabling a comeback, forcing the opponent to remove it while simultaneously being hard to deal with. In the event that the opponent can't out it, it is trivial to set up a second copy of the card, making it possible to continue restricting the opponent's actions and create a one-sided boardstate.

Also, because this card by itself is so versatile in decks that contain blue, the diversity of other blue cards is decreasing.

For the above reasons, we have decided to restrict this card to 1 copy.[1]
